ELPS Private Detective Agency is a dynamic team of professionals with over 35 years of investigative experience serving businesses’ and individuals’ security and investigation needs. Jeffrey Stein, the President and Owner of ELPS has extensive experience and expertise in the fields of private investigation, security, security consulting, CCTV (closed circuit television) and loss prevention. He is a licensed Professional Investigator in both New Jersey and Pennsylvania, and he has personally conducted over three thousand internal and external integrity and witness interviews during his career in the private sector for both civil and criminal cases.
ELPS provides clients with services ranging from criminal defense investigations to covert surveillance. Jeff explained, “Our agency provides investigative and security services for law firms, private citizens, insurance companies, the cannabis industry, businesses and corporations throughout the State of Pennsylvania and New Jersey, providing quality results in a timely fashion. Our firm is committed to you, our customer, and we pride ourselves on being results-oriented.”
Jeff comes to the field with impressive credentials. He has been in the investigative profession since he was 17 and received a B.A. in Criminal Justice from West Chester University. “I have always been interested in Criminal Justice,” he said. “When I was 17 years old, I began working in retail loss prevention and worked my way up to become a Director of Loss Prevention while earning my degree.” Though Jeff enjoyed a successful 25-year career in the retail sector, in 2006, he decided to take control of his destiny by forming ELPS.

Jeff says his family is the biggest inspiration in his life. He has two children; his son is a Junior in high school and his daughter is a Junior in college. Jeff married his soulmate in May 2022. She has three children, and all together, they are a fun party of seven. Jeff said he enjoys helping the community and has spent nearly 30 years volunteering. “I was a volunteer fireman and EMT for over a decade and also spent ten years as the Rescue Captain,” he explained. “And when my kids were younger, I coached rec and travel softball, Pop Warner Football, and middle school football.” Jeff is also a past President of the West Chester University Alumni Association, where he volunteered as a WCU Alum.
Jeff reflected on his success and the success of his agency. “I started as a one-man operation working from my dining room table,” he explained. “Over the years, ELPS has grown to a team of 40 employees and opened a second office location.” Jeff has also prioritized continuing his education in the field and sharing his experiences and expert knowledge with others. He has received advanced training in interviewing and interrogation techniques and attended the New Jersey State Police Academy. He is Board Certified as a Criminal Defense Investigator by the Criminal Defense Investigation Training Council and is a Board Accredited Investigator. Jeff’s expertise, while specializing in criminal defense and homicide investigations, includes personal injury, inadequate security, liquor liability, corporate fraud, white-collar crime, workplace violence, civil investigations, retail loss prevention, asset protection and surveillance systems.
His list of accomplishments and accolades is impressive and sets him and his team apart from other investigative agencies. “I was recently appointed Executive Director of Intellenet, a prestigious international network of investigators with over 600 members in 70 countries,” Jeff remarked. “I am also a past President and Chairman of The Board for the Pennsylvania Association of Licensed Investigators.” In addition to being regularly interviewed and used as a subject matter expert by local and national television networks, Jeff is a contributing author for Advanced Private Investigation: A Manual of Advanced Investigative Skills for the Private Investigator. Jeff has also appeared on CNN Death Row Stories and the ID Channel, discussing his investigative perspective regarding featured cases on these televised programs.
Jeff said his work is gratifying, especially when the outcome of the investigation results in a wrongfully convicted individual being proven innocent. He did say that, however, the investigations he conducts often don’t always have happy endings. “While our investigative results are not always the most pleasant, they are based on the truth and solid facts. We do our best to be there for our clients when they are in need. Our clients lean on us for these reasons, and that is what makes us happy when we can be there for them!”
